Director, Business Transformation | ICF
The Tone:
This is a full-time, hybrid role at ICF, located in Reston, VA. ICF is a global advisory and technology services provider that combines expertise with cutting-edge technology to help clients solve their most complex challenges and shape the future. This role is crucial for leading strategic, enterprise-wide transformation initiatives that improve how ICF operates, strengthen operating discipline, and deliver measurable business outcomes across the organization.

• Team: Reports to the Senior Director, Business Transformation in ICF’s Business Transformation Office (BTO)
• Mission: This person leads enterprise-wide transformation projects, improving operational efficiency and delivering measurable business results through strategic initiatives.
• Tech Stack: Microsoft Project/Planner, Power BI, Azure DevOps/Jira, Mural/Miro, Teams
What You’ll Actually Do
• Lead execution of high-impact transformation programs, managing complex initiatives from conception to completion and ensuring alignment with strategic goals.
• Define project KPIs/OKRs and benefits realization plans, baselining, tracking, and ensuring targets are met across the portfolio.
• Establish practical delivery standards, methods, and tools, including human-centered design, process improvement, and user acceptance testing, to improve consistency.
• Run project performance reviews, health checks, and risk/issue management, driving cross-program dependency and alignment.
• Define sustainability plans for each transformation project, including ownership, operating model updates, process controls, training, and knowledge transfer.
The Must-Haves
• Background: Director-level career with progressive experience in business transformation, strategy execution, or enterprise-wide program delivery.
• Experience: 12+ years of demonstrated success leading complex transformation initiatives that deliver measurable business outcomes such as operational improvement, adoption, efficiency, or financial value. Experience leading the design, build, test, rollout, and adoption of software-enabled business transformation projects is highly preferred.
• Skills: Expertise in portfolio governance, benefits realization, KPI/OKR design, and executive stakeholder management. Hands-on experience with delivery toolsets. Experience facilitating current state and future state process mapping discussions. Skilled in applying AI and automation tools to improve process efficiency and workflow optimization.
• Bonus: Certifications such as PMP, Agile, Prosci, or Lean Six Sigma. Experience in matrixed project-focused organizations with a federal government portfolio. Understanding of U.S. federal government contracting environments and the operating needs of project-focused organizations.
