Regional Technical, Evidence and Quality Director (TEQ) MENA/EUROPE and ASIA | Mercy Corps

The Tone:
This is a full-time leadership role at Mercy Corps, located remotely within GMT+1 to GMT+7, working as an expat or national staff where Mercy Corps has an office. • Location: Remote – From -2 hours from Amman, Jordan to +1 hour from Bangkok, Thailand (GMT+1 to GMT +7)
• Team: Reports to two Deputy Regional Directors, Programs – MENA/Europe and Asia, and supervises regional technical advisors.
• Mission: To provide strategic direction and operational management of technical services, ensuring quality, evidence-driven programming and robust business development across the consolidated MENA/Europe and Asia region.

What You’ll Actually Do
• Strategy: Support the development and implementation of an ambitious regional technical and evidence strategy aligned with the P2P framework, collaborating with regional and country teams.
• Leadership: Supervise and manage regional technical advisors and technical rosters, fostering a cohesive, high-performing team that delivers timely and quality support to country teams.
• Quality: Ensure country teams across both regions have access to technical support and resources, adhere to minimum program management and technical standards, and lead capacity strengthening initiatives.
• Development: Lead prepositioning efforts, represent Mercy Corps in external fora, and provide technical leadership in developing compelling, evidence-based concept notes and proposals for strategic funding opportunities.
• Evidence: Oversee MEL technical support and act as a bridge between technical and MEL functions, championing the use of evidence in program design, decision-making, and adaptive management.

The Must-Haves
• Background: BA/BS or equivalent in international development, political or social science, public administration, or business management, with senior management experience related to technical support, advisory, or direct program development and implementation.
• Experience: At least 7 years’ field experience in senior management related to technical support and advisory, and/or direct program development and implementation, including managing and supervising large, geographically dispersed teams. Demonstrated proficiency with US, UK, EU, UN, and other public and private donor grant and financial management requirements, plus experience in business development and donor prepositioning.
• Skills: Demonstrated ability to think strategically and solve complex problems at an organizational level, confident communication skills for donor relations and inter-agency coordination, and the ability to handle multiple issues while prioritizing effectively. Fluency in written and spoken English is required.
• Bonus: An MA is preferred. Demonstrated technical and/or evidence generation experience in one of Mercy Corps’ outcome or sub-outcome/distinctive P2P areas is a strong asset. Understanding of critical humanitarian and development issues across MENA/Europe and/or Asia, an internationally recognized qualification in project or program management, or knowledge of Sphere standards are also beneficial. Proficiency in Arabic or another language spoken in the region is an asset.
