Housing Implementation Growth Lead | ICF
The Tone:
This is a full-time role at ICF, located remotely within the United States. This role is pivotal for expanding ICF’s presence with state agencies and localities, driving client-centered growth across disaster recovery and resilience markets, and directly influencing how ICF partners on critical issues.

• Mission: Lead sales execution and ensure a robust, high-quality pipeline of opportunities for housing recovery and resilience programs.
• Tech Stack: CRM and pipeline tools (e.g., Dynamics, Salesforce)
What You’ll Actually Do
• Pipeline Development: Identify and oversee a pipeline of opportunities across geographies and service offerings, ensuring focus on strategic fit, quality, and conversion.
• Client Relationships: Develop strategic solutions for growing relationships with key state and local government buyers and decision-makers, positioning ICF as a trusted advisor.
• Strategy Development: Support, develop, and contribute to client engagement, capture, and pursuit strategy, including value proposition development and bid strategy.
• Team Development: Reinforce consistent application of ICF’s preferred sales, capture, and pursuit methodologies and drive accountability for sales goals and pipeline quality.
• Growth Opportunity Identification: Drive early-stage, proactive opportunity identification and shaping, coordinating efforts between delivery teams and local sellers.
The Must-Haves
• Background: Bachelor’s degree; 8+ years of experience in the housing and disaster recovery/resilience space.
• Experience: 5+ years of business development or capture experience in the public sector, preferably state and local markets; demonstrated track record of leading teams and budgets overseeing resilience and/or hazard mitigation projects; demonstrated track record of leading pursuits and winning new business with a structured and disciplined process.
• Skills: Strong client relationship and account leadership skills within the housing recovery sector, including HUD CDBG-DR program and FEMA recovery/mitigation housing; strong understanding of the disaster recovery market, including federal funding sources; strategic thinking with the ability to translate market, policy, and client intelligence into actionable growth strategies.
• Bonus: Track record of leading and winning pursuits of $10M+ in total contract value; demonstrated understanding of government funding and procurement cycles at the state and local level; experience working with or for a state agency, city government, or county government; familiarity with CRM and pipeline tools.
