Accountant I/II | County of Riverside

The Tone:
This is a full-time, in-person role at the County of Riverside’s Housing and Workforce Solutions (HWS) Department, located in their Riverside office. The department is a dedicated group focused on delivering services to the County’s most vulnerable populations through helpful interventions. This position is vital for supporting the fiscal operations of critical community programs, such as the HUD-CDBG Home Grant, ensuring financial integrity and compliance. The work contributes directly to promoting prosperous neighborhoods and healthy communities within Riverside County.

What You’ll Actually Do
• Fiscal Oversight: Maintain cashflow reports and manage fiscal record-keeping systems and functions for department operations.
• Budget Management: Monitor and reconcile department revenue and expenditure budgetary accounts, bank statements, and revolving accounts.
• Grant Reporting: Prepare and submit monthly claiming expenditure reports for State and federal government programs.
• Audit and Planning: Participate in internal and external audits and contribute to the annual departmental budget preparation.
• Funding Stream Management: Oversee multiple funding streams and grants tied to specific project codes, including performing reconciliation tasks.

The Must-Haves
• Background: Graduation from an accredited college or university with a bachelor’s degree in accounting, or another field of study including at least 18 semester or 27 quarter units in accounting, finance, auditing, taxation, financial reporting, business finance, financial statement analysis, or closely related coursework. Alternatively, possession of a valid Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) certificate.
• Experience: One year of professional accounting experience equivalent to a County of Riverside Accountant I classification for the Accountant II level. For Accountant I, specific academic completion with one year of Accountant Trainee experience, or three years of paraprofessional accounting experience equivalent to an Accounting Technician classification is required.
• Skills: Knowledge of accounting principles and practices, governmental accounting principles and procedures, general business law, budgeting methods, and computerized data processing. Ability to analyze data, draw logical conclusions, maintain records, prepare reports, and communicate effectively both orally and in writing.
• Bonus: Experience with the PeopleSoft Financial system and previous experience working with state and federal grant-funded program requirements, particularly with the United States Department of Housing and Urban Development Community Development Block Grant Program.
