Indiana State Long-Term Care Ombudsman Program Operations Manager | State of Indiana

The Tone:
This is a full-time role at State of Indiana, located in Indianapolis, IN. As one of the largest employers, the State of Indiana provides vital health care and social services through the Family & Social Services Administration (FSSA) to over 1.5 million Hoosiers. This position offers the opportunity to make a direct impact by protecting the rights, health, safety, and quality of life of Indiana’s long-term care residents. You will contribute to statewide operations, ensuring program effectiveness and compliance for crucial services.

• Mission: Advocate for and protect the rights, health, safety, and quality of life of Indiana’s long-term care residents.

What You’ll Actually Do
• Resident Advocacy: Advocate for long-term care residents, investigate complaints, and review and triage Notices of Transfer or Discharge to protect their rights, health, safety, and quality of life.
• Statewide Program Coordination: Coordinate statewide complaint intake and referrals, support statewide operations including the certification program for local ombudsmen and certified volunteers, and become a certified Long-Term Care Ombudsman.
• Policy & Procedure Management: Assist in developing, updating, and monitoring all program policies and procedures, answer customer questions, and act as a technical consultant to stakeholders for clarification and interpretation.
• Performance & Compliance Oversight: Monitor key performance indicators to ensure program effectiveness, identify areas for improvement, and make recommendations to increase efficiencies and ensure compliance.
• Reporting, Budget & Liaison: Prepare and disseminate monthly and annual program reports, ensure appropriate allocation of the budget and program assets, and serve as a liaison with other state and federal agencies.

The Must-Haves
• Background: Manager level. Strong understanding of program subject matter, specialized knowledge of long-term care program rules and regulations, and basic knowledge of relevant federal and state laws.
• Experience: At least 5 years applying outlined knowledge, skills, and abilities in a similar operational or program management role.
• Skills: Effective communication, critical thinking, problem-solving, stakeholder collaboration, policy implementation, and working knowledge of accounting and budget principles.
