Proposal Operations Manager | L3Harris Technologies

The Tone:
This is a full-time role at L3Harris Technologies, located in Palm Bay, FL. L3Harris is recognized as the Trusted Disruptor in defense tech, delivering end-to-end technology solutions that connect space, air, land, sea, and cyber domains for national security. This position is vital for supporting proposal activities related to major new business pursuits and opportunities, directly contributing to the growth of the Space and Mission Systems (SMS) business. The role requires a highly networked individual capable of navigating pressure and challenging timelines to ensure compliant and compelling proposal responses.

The TL;DR
• Role: Full Time
• Type: 9/80 (Every other Friday off)
• Location: In-person, Palm Bay, FL, USA

• Team: Within the Space and Mission Systems (SMS) Proposal Center of Excellence
• Mission: Coordinates and produces compliant, compelling proposal responses for new business opportunities to drive growth.
• Tech Stack: Microsoft Office applications, Microsoft Teams, SharePoint, PowerPoint, Visio, Adobe Illustrator

What You’ll Actually Do
• Lead Document Production: Independently lead the production of multi-volume proposal documents, making autonomous decisions on document structure, formatting, and compliance strategy.
• Manage Proposal Compliance: Independently manage proposal efforts to ensure compliance with L3Harris standards and industry best practices, owning decisions on process adherence and quality.
• Analyze Requirements: Analyze and interpret formal RFP, RFI, and BAA instructions, applying advanced knowledge to ensure compliance and resolve ambiguities in requirements.
• Oversee Document Consistency: Independently determine and enforce consistent styles and formats throughout proposal volumes, exercising professional judgment on matters with business impact.
• Coordinate Cross-Functional Teams: Provide guidance and direction to cross-functional team members on proposal requirements and standards, collaborating with groups such as Business Development, Contracts, Finance, Program Management, and Engineering.

The Must-Haves
• Background: Bachelor’s degree and a minimum of 4 years of relevant experience; or, a Graduate degree and a minimum of 2 years of related experience; or, in lieu of a degree, a minimum of 8 years of related experience.
• Experience: Minimum of 4 years independently managing government contracting or government proposal development activities; minimum of 4 years of experience with Microsoft Office applications.
• Skills: Analyzing and interpreting formal government contracting instructions (RFP, RFI, BAA); managing document version-control systems; concurrently managing multiple proposals and prioritizing workload across competing deadlines; providing guidance and direction to cross-functional teams.
• Bonus: Familiarity with Microsoft Teams and SharePoint; possession of, or ability to obtain, an active Top Secret/SCI clearance; advanced knowledge of government contracting processes and vernacular; self-motivated with significant autonomy and minimal supervision; ability to lead and influence team members; advanced proficiency in developing presentations using PowerPoint; ability to create graphics using PowerPoint, Visio, Adobe Illustrator, or other graphics applications; certification/training in L3Harris, Shipley, APMP, or other industry-recognized practices for proposal operations; availability to travel as necessary.
