Operations Analyst | Asian Development Bank

The Tone:
This is a fixed-term appointment for an initial period of 3 years at the Asian Development Bank, located in Manila, Philippines. The TL;DR
• Role: Full Time
• Type: Fixed-term for 3 years
• Location: In-person Manila, Philippines
• Team: Assigned to the Fragility and Engagement Division within the Climate Change and Sustainable Development Department (CCSD), reporting to the Unit Head, NGO and Civil Society Center and/or officer.
• Mission: To provide analytical, operational, and administrative support to the Fragility and Engagement Division (CCFE) to promote ADB Strategy 2030’s operational priorities through knowledge and technical assistance processing and implementation.

What You’ll Actually Do
• Project Management: Administer Technical Assistance (TA) projects by thoroughly analyzing progress reports, meticulously processing amendments, reviewing various project documents and contracts, and actively tracking disbursements. Ensure assigned TAs are properly planned, monitored, and reported, including monitoring advances and closing for timely liquidation.
• Financial Oversight: Assist in processing letters of agreement with collaborating organizations and actively review and monitor grant-assisted projects. Focus on ensuring the optimal utilization of grant proceeds to uphold good financial management practices.
• Compliance and Coordination: Monitor and ensure comprehensive project compliance with all ADB policies, procedures, and practices. Proactively highlight potential problem areas and facilitate liaison with various internal counterparts, including regional departments, resident missions, and financial management divisions.
• Reporting and Systems Management: Collect, verify, and meticulously prepare periodic status reports, including making accurate updates within eOperations and other relevant ADB systems. This includes progress reports, TA agreements, design monitoring frameworks, and TA completion reports.
• Budget Management: Contribute to the detailed preparation of the team’s annual administrative budget by consolidating work programs and preparing corresponding financial resource requirements. Monitor and analyze budget utilization to ensure expenditures are properly accounted for, advising on cost-effective practices.

The Must-Haves
• Background: Bachelor’s degree in business administration, social science, international development, or a related field.
• Experience: At least 5 years of relevant professional experience in multilateral organizations, specifically in technical assistance processing, administration, and related administrative work.
• Skills: Written and verbal proficiency in English; strong familiarity with the operations, policies, and procedures of multilateral financing institutions; proven experience in processing and implementing technical assistance projects; and excellent interpersonal, conceptual, and analytical capabilities.
• Bonus: Familiarity with corporate reporting standards for multilateral development banks concerning fragile and conflict-affected situations (FCAS) countries; experience with engagements involving civil society organizations (CSOs) and nongovernment organizations (NGOs).
