FINANCIAL PROGRAM ANALYST | U.S. Fleet Forces Command

• Mission: Lead and perform critical fiduciary functions, including budget analysis, financial execution, resource management, and risk estimation, to ensure proper financial oversight for programs.

What You’ll Actually Do
• Fiduciary Leadership: Lead and perform critical fiduciary functions, including budget analysis, budget formulation, financial execution and assessment, financial policy analysis, resource management, and risk estimation.
• Program Support: Support financial program responsibilities requiring that available funds are identified, planned, controlled, obligated, expended, accounted for, and recorded in the appropriate financial systems.
• Fiscal Stewardship: Serve as a role model for fiscal stewardship, integrity, accountability, problem-solving, and audit readiness within financial operations.
• Budget Forecasting: Develop program budget estimates and phasing plans based on fiscal analysis to forecast funding requirements that are unique to a particular financial program.
• Variance Analysis: Analyze variances between financial execution rates (actuals) and budget projections (estimates) using multiple financial and non-financial sources.

The Must-Haves
• Background: Full Performance professional in financial management (GG-0501-13). This position does not have an education qualification requirement.
• Experience: Demonstrated experience analyzing, evaluating, and implementing fiscal decisions based on financial data, program factors, and the Department of War (DoW) Financial Management Regulation (FMR), such as the development and maintenance of annual spend plans and phasing plans. Experience entering a variety of financial transactions from entry to payment. Experience identifying and resolving suspense transactions like civilian pay, reimbursables, or G-invoicing. Experience performing complex financial operations in a team setting, including identifying and resolving problem disbursements. Experience generating written summaries of financial data to inform customers and management regarding funding status, policy compliance, and correcting deficiencies.
• Skills: Financial analysis, budget formulation, financial execution, resource management, risk estimation, financial reporting, problem-solving in complex financial operations, policy compliance, and fiscal stewardship.
