Budget Analyst 1 (Local Government) Allegheny County Support Administration | Commonwealth of Pennsylvania

What You’ll Actually Do
• Invoice Processing: Review incoming invoices, then accurately prepare journal entries and accruals to facilitate timely payments to providers.
• Financial Reconciliation: Actively assist with various accounting closeouts, including monthly, quarterly, and annual processes, alongside comprehensive system reconciliations.
• Contract Budgeting: Carefully examine financial allocations and verify the accuracy of entries for provider contracts and any subsequent modifications.
• Data Coordination: Systematically collect essential fiscal and operational information from external providers and various internal Department of Human Services offices.
• System Usage: Efficiently work within multiple financial and data management systems, including JD Edwards, OnBase, MPER, KIDS, and CIPS, to complete assigned fiscal tasks.
• Project Support: Actively participate in various meetings, contribute to group projects, and undertake special assignments to help achieve broader agency goals and objectives.
The Must-Haves
• Background: Candidates should possess a four-year college or university degree, or equivalent training, with a foundational understanding in technical budget administration work.
• Experience: Requires at least one year of hands-on experience in technical budget administration.
• Skills: Demonstrated ability in gathering financial data, reviewing invoices, preparing journal entries and accruals, assisting with accounting closeouts and reconciliations, examining contract allocations, verifying financial entries, and coordinating data collection. Practical experience with JD Edwards, OnBase, MPER, KIDS, and CIPS is essential for this role.
• Bonus: Must satisfy the PA residency requirement; hiring preference may be extended to candidates who currently reside within Allegheny County.
