Accounts Payable/Accounts Receivable Specialist | Vancouver Housing Authority

The Tone:
This is a part-time position at Council for the Homeless, located in Vancouver, WA, with the Vancouver Housing Authority serving as the employer. The Council for the Homeless provides vital support to the community, addressing homelessness and advancing racial and gender equity and inclusion. This role is crucial for maintaining the agency’s financial health by ensuring all accounts payable and receivable activities are processed accurately and on time. The specialist supports the finance team in monitoring grant expenditures, ensuring compliance with fiscal guidelines and contractual requirements.

• Team: Receives directions from Council for the Homeless Chief Finance Officer.
• Mission: This person ensures accurate and timely financial transactions for accounts payable and receivable to support grant compliance and agency operations.
• Tech Stack: Sage Intacct (preferred), Microsoft Office Suite

What You’ll Actually Do
• Accounts Payable: Process client assistance payments, credit card transactions, employee reimbursements, and invoices for program and administrative expenses, ensuring accurate coding and descriptions.
• Check Runs: Complete weekly check runs, prepare payments for signature, distribute checks, and prepare positive pay reports.
• Accounts Receivable: Create and send invoices to customers, track payments, reconcile accounts, manage incoming payments, and complete remote bank deposits.
• Financial Reporting: Maintain vendor lists and W-9s, distribute 1099s, update accounting records, establish financial reports, and assist with month-end closing processes.
• Compliance & Training: Advise staff on proper coding and processes, maintain internal controls, and ensure adherence to CFTH and funder fiscal requirements.

The Must-Haves
• Background: Early Career. Requires foundational knowledge in accounting principles and financial management to support agency operations and grant compliance.
• Experience: At least one year of experience in accounts payable and accounts receivable. Experience with project management and working across multiple diverse groups is required.
• Skills: Excellent interpersonal, verbal, and written communication skills; strong organizational and technology skills; ability to collect, analyze, and report complex financial data; understanding and ability to apply Generally Accepted Accounting Principles (GAAP) and relevant federal, state, and local regulations.
• Bonus: Two years of college-level coursework in accounting or a related subject; experience with Sage Intacct is preferred.
