QA/QC Department Manager | Parsons Corporation

The Tone:
This is a full-time role at Parsons Corporation, a company dedicated to delivering major projects across various sectors. This critical position is central to ensuring the highest standards of quality throughout the entire project lifecycle, from initial design through construction to final handover and close-out. The QA/QC Department Manager will establish the overarching quality vision, frameworks, and independent assurance necessary to protect design intent and construction quality, ultimately ensuring successful asset readiness. The TL;DR
• Role: Full Time
• Team: Reports directly to PMC Program Director
• Mission: This role is responsible for overseeing the effectiveness of all quality systems implemented by the Quality Manager and project teams, ensuring strict alignment with client, authority, and operator requirements, and providing senior-level oversight, escalation, and decision-making to protect design intent, construction quality, and asset readiness through to final handover and close-out.

What You’ll Actually Do
• Quality Strategy: Establish and maintain the comprehensive Project Quality Strategy and Governance Framework, ensuring full alignment with client requirements and international ISO standards.
• Design Oversight: Provide executive oversight for design quality, which includes ensuring effective design reviews, adequate audit coverage, and strict compliance at all stage-gates.
• Construction Quality: Oversee overall construction quality performance by ensuring that contractors’ quality systems, inspection processes, and corrective actions are robust, effective, and risk-based.
• Independent Assurance: Lead independent quality assurance activities across the project, including conducting thorough audits, compliance reviews, and critical readiness assessments at key project milestones.
• Project Readiness: Ensure the complete quality readiness of projects for commissioning, handover, and final close-out, meticulously verifying the completeness of records and full compliance with operator and authority requirements.
• Governance & Advice: Approve and govern critical quality systems, workflows, and key performance indicators (KPIs) within platforms like Aconex or PMIS quality modules, while also providing senior-level quality advice and escalation to PMC leadership and the Client on critical risks and non-compliances.

The Must-Haves
• Background: Hold a Bachelor’s Degree in Engineering or a related discipline, complemented by extensive experience in senior leadership roles specifically focused on quality assurance within major projects.
• Experience: Possess a minimum of 15 years of experience in major projects, demonstrating proven expertise across the entire project lifecycle including design, construction, and handover phases.
• Skills: Certified as an ISO 9001 Lead Auditor, along with possessing Six Sigma certification, and an ASQ-CMQ (Certified Manager of Quality/Organizational Excellence) or an equivalent professional qualification.
• Bonus: Prior experience in hospitality or large mixed-use developments is preferred, showcasing a relevant background in complex, high-visibility projects.
