Administrative Law Judge I, DHHS | State of Utah

The Tone:
This is a full-time role at State of Utah, located in Salt Lake City, UT. The State of Utah is a well-established agency committed to advocating for, supporting, and serving all individuals and communities in Utah. This position is vital for ensuring all Utahns have fair and equitable opportunities to live safe and healthy lives by conducting administrative hearings on behalf of the Department of Health and Human Services. The role contributes to effective policy and a seamless system of services and programs by resolving complex evidentiary and regulatory issues.

• Mission: Conduct administrative hearings on behalf of the Utah Department of Health and Human Services to resolve complex evidentiary and regulatory issues across various programs.

What You’ll Actually Do
• Conduct: Lead informal and potentially formal hearings, status conferences, and pre-hearing conferences via video, telephone, and in-person.
• Adjudicate: Issue subpoenas, rule on motions, resolve procedural issues, and rule on objections to evidence or questions during proceedings.
• Evaluate: Rule on the admissibility of evidence, determine witness credibility, and question witnesses as necessary to develop a complete administrative record.
• Decide: Perform independent legal research, consider all testimony, make final judgments, and issue clear, timely written decisions.
• Maintain: Maintain accurate case files, records, and exhibits, and assist with alternative office duties or special projects as directed.

The Must-Haves
• Background: Juris Doctor (JD) from an accredited law school.
• Experience: At least one (1) year of experience actively practicing law, in compliance with the Utah Supreme Court Rules of Professional Practice, Rule 4-802.
• Skills: Strong legal analysis and interpretation of laws, regulations, and policies; skilled in evaluating multi-layered evidentiary information to draw sound conclusions; clear and concise written and verbal communication; ability to maintain deep concentration on intricate legal tasks; familiarity with administrative court procedures, case management, and record management systems.
• Bonus: Current active membership and good standing with the Utah State Bar; prior work experience as an Administrative Law Judge, litigator, or judicial law clerk; specialized knowledge and experience in Human Services Programs, Medicaid, or Juvenile Court systems.
