Investigator Level 1 | City of New York

The Tone:
This is a full-time, entry-level Investigator Level 1 role at the City of New York, located in New York, NY. The Civilian Complaint Review Board (CCRB) is the largest police oversight agency in the United States, responsible for investigating, mediating, and prosecuting complaints against New York City police officers. This position forms the core of the agency’s staff, leading daily functions essential to the CCRB’s mission of ensuring accountability and transparency in policing by impartially investigating allegations of misconduct.

• Team: Investigations Division, led by the Chief of Investigations. Level 1 investigators may be assigned to General Investigations Squads, Racial Profiling and Bias-Based Policing Squads (RPBP), or a Special Operations Unit.
• Mission: Impartially investigate civilian complaints against NYPD Members of Service alleging police misconduct that falls within the CCRB’s jurisdiction.

What You’ll Actually Do
• Caseload Management: Receive, manage, and impartially investigate a caseload of civilian complaints against NYPD Members of Service alleging misconduct such as excessive force, abuse of authority, discourtesy, offensive language, or false statements.
• Evidence Collection & Analysis: Identify, secure, review, and analyze various forms of evidence, including police reports, body-worn camera footage, video recordings, and medical records, to support investigations.
• Interview Conduct: Schedule and conduct impartial interviews with complainants, victims, witnesses, and police officers (often accompanied by union representatives), drafting detailed transcriptions or summaries of all discussions.
• Research & Interpretation: Conduct legal research and analysis, and interpret rules, regulations, and policies outlined in the NYPD Patrol Guide to determine jurisdiction and inform investigation findings.
• Report Generation: Draft impartial, concise, and compelling closing reports that detail factual findings, applicable rules, and reasoning for recommended case dispositions, which are a critical aspect of the role and reviewed by CCRB Board members.

The Must-Haves
• Background: A baccalaureate degree from an accredited college or university. This is an entry-level investigator role within a police oversight agency.
• Experience: Not specified.
• Skills: Exceptional oral and written communication skills; logic and reasoning; ability to multi-task, manage competing priorities, and meet deadlines; basic computer skills, technological proficiency, and experience with MS Suite.
• Bonus: Foreign Language proficiency; a collegial, flexible, and adaptable approach to work. For RPBP assignments, some relevant class history, experience, or studies related to law, constitutional law, or civil rights (e.g., a prelaw major) is a plus.
