This is a full-time, permanent position as an Environmental Engineer 3 at the Department of Ecology, located in Shoreline, WA, with a hybrid work option. • Mission: Independently develop and manage industrial wastewater discharge permits to ensure clean water protections and compliant industrial practices in Washington state.

What You’ll Actually Do
• Permit Development: Independently develop National Pollutant Discharge Elimination System (NPDES) and State Waste Discharge (SWD) permits for industrial facilities, including accompanying fact sheets.
• Report Review: Review permit reports and engineering reports submitted for the Industrial Stormwater General Permit (ISGP) and individual NPDES permits.
• Compliance Monitoring: Conduct facility inspections, provide technical assistance, and investigate complaints to ensure adherence to environmental regulations.
• Data Analysis: Perform water quality sampling and analyze monitoring data to evaluate facility compliance with permit conditions.
• Enforcement Support: Assist with the development of enforcement actions and provide technical support for recommendations to ensure environmental accountability.
The Must-Haves
• Background: Registration as a Professional Engineer (PE) in the state of Washington, or in another state with registration requirements equivalent to those in Washington. Applicants licensed elsewhere must achieve Washington State PE registration within six months of appointment.
• Experience: A minimum of three (3) years of experience in environmental engineering, involving practical application of engineering principles to environmental protection and compliance.
• Skills: Strong capabilities in developing and managing wastewater discharge permits, reviewing complex engineering reports, conducting thorough facility inspections, and interpreting water quality monitoring data. Excellent technical writing skills are essential for preparing permits, fact sheets, and inspection reports, alongside effective verbal communication to explain intricate technical issues clearly. Must possess and maintain a valid driver’s license for required facility visits.
• Bonus: Desired qualifications include prior experience or training in developing or implementing wastewater discharge permits; expertise in wastewater and/or stormwater treatment, including the review or preparation of engineering documents and operation manuals; familiarity with hydrological modeling software such as the Western Washington Hydrology Model (WWHM); and experience in water quality sampling and monitoring data analysis.
