Manager Network Operations – Hawaii – Public Sector | Lumen Technologies

• Mission: Provides leadership and direction to ensure required actions are taken to meet customer requirements for an existing wide area network, acting as an on-island representative.
• Tech Stack: Viavi, EXFO, Ciena, Cisco, Juniper, SONET, ATM, fiber optical multiplexers, DWDM
What You’ll Actually Do
• Local Representation: Fulfill the contract’s requirement as an on-island representative, providing immediate local support and acting as the program manager’s liaison for face-to-face meetings.
• Technical Oversight: Provide technical expertise for deployed equipment (encryption, emulation) and lead all testing activities, ensuring they meet contractual requirements and acceptance criteria.
• Performance Resolution: Apply methodical, experience-based circuit analysis to troubleshoot and configure equipment, resolving performance issues, validating results, and confirming readiness for government review/acceptance.
• Customer Relations: Interface directly with customers on service performance, assist with coordinating downtime for ASIs, PMIs, and exercises, and deliver support to business development through constant customer interaction.
• Documentation & Briefings: Develop or enhance current policies, procedures, or reporting templates, obtain feedback from affected groups, and develop and present professional impromptu and prepared briefings to senior military and civilian leaders.
The Must-Haves
• Background: Manager. 5+ years related experience with 1+ year previous supervisory / leadership experience. Core domain knowledge includes managing staff and infrastructure of wide area networks, specifically within the public sector.
• Experience: 5+ years related experience and 1+ year previous supervisory / leadership experience. Previous experience with Government networks and customers. Extensive experience in the Information Technology field and working in a fast-paced operations center environment.
• Skills: Active Secret security clearance is required. Knowledge and familiarity with various testing gear for optical networks (Viavi and EXFO) and vendor platforms (Ciena, Cisco, Juniper). Understanding of long haul communications equipment such as SONET, ATM, fiber optical multiplexers, and DWDM, along with LAN/WAN software/hardware technical support. Ability to work in a high-stress environment, collaborate closely with peers, and knowledge of physical, operational, and communication security processes and procedures.
