Procurement Manager I | State of South Carolina

The Tone:

This position is vital for strategically managing the procurement lifecycle, ensuring compliance with state regulations, and promoting responsible stewardship of public resources across complex purchasing activities.

• Team: Supports procurement operations within the Division of Finance and Business Affairs, serving as a lead procurement professional.
• Mission: To plan, direct, coordinate, and conduct complex procurement activities for assigned goods, services, and information technology purchases in support of institutional operations and workforce development.
• Tech Stack: College’s e-procurement platform, purchasing card transactions

What You’ll Actually Do
• Lead Procurement: Lead and coordinate complex procurement activities for assigned institutional programs, departments, and functional areas according to the South Carolina Consolidated Procurement Code and College procedures.
• Strategic Guidance: Provide strategic acquisition planning and procurement guidance to campus stakeholders, ensuring compliance, transparency, and responsible use of public resources.
• Solicitation Management: Prepare and manage formal and informal solicitations, including requests for quotations, invitations for bids, and requests for proposals, from specification development through contract award.
• Supplier Oversight: Monitor supplier performance and contract compliance, resolve contract issues, negotiate modifications, and implement corrective actions when necessary.
• Process Improvement: Develop and recommend procurement policies, procedures, and process improvements that enhance compliance, efficiency, and customer service.

The Must-Haves
• Background: Bachelor’s degree and experience in procurement and contracts.
• Experience: Progressively responsible experience in public-sector procurement, contract administration, strategic sourcing, or purchasing operations, ideally within higher education, government, or other regulated procurement environments.
• Skills: Knowledge of the South Carolina Consolidated Procurement Code, procurement management principles, contract administration, strategic sourcing, inventory and supply management, and industry best practices; strong analytical, organizational, problem-solving, and decision-making skills.
• Bonus: Valid South Carolina driver’s license; strong customer service orientation; ability to work independently, exercise considerable discretion and professional judgment, and manage multiple priorities.
