Financial Operations and Budget Analyst – Office of Budget, Analysis & Planning – UT System | Knoxville Technology Council

The Tone:
This is a full-time role for the UT System, located in Knoxville, TN. The UT System is the state’s oldest higher education institution, serving students and residents across Tennessee through education, research, and outreach. This role is crucial for ensuring the accurate and timely allocation of salary and benefits across all campuses and institutes, as well as maintaining the integrity of position budgeting processes within the system’s financial operations.

• Mission: Ensure the accuracy and timeliness of labor distribution and position budgeting across the University of Tennessee System.

What You’ll Actually Do
• Labor Distribution Oversight: Coordinate with UT institutions to reconcile labor distribution clearing accounts and ensure accurate, timely processing of corrections and adjustments to salary and fringe benefits.
• Position Budgeting Management: Oversee the maintenance and reconciliation of the position budgeting process within the Oracle EPM module, collaborating with HR, DTS, and campus/institute budget offices.
• Process Improvement & Training: Troubleshoot errors, develop, maintain, and deliver system-wide training on labor distribution processes, and continually seek ways to streamline position budgeting.
• Stakeholder Collaboration: Provide direction, guidance, and support to campuses and institutes on labor distribution compliance and best practices, and lead the UT DASH Community of Practice for Labor Distribution.
• Reporting & Analysis: Provide position budget reporting to various stakeholders, including required state reporting, and assist with UT’s budget development process, mandatory reports to state agencies, and financial analysis.

The Must-Haves
• Background: Bachelor’s degree in Accounting, Finance, or a directly related field.
• Experience: 3-4 years of work experience in accounting, finance, or a directly related field.
• Skills: Excellent analytical and critical-thinking skills, ability to understand how complex systems integrate, strong problem-solving, management, planning, interpersonal, and organizational skills.
• Bonus: A Master’s degree with experience in Oracle Fusion Labor Distribution and EPM, a strong background in general ledger accounting, reconciliations, and clearing suspense accounts, and knowledge of university and campus policies and procedures.
