Hearings Administrator | HAWAII PUBLIC HOUSING AUTHORITY

The Tone:
This is an exempt non-civil service position at the HAWAII PUBLIC HOUSING AUTHORITY (HPHA), located in Honolulu, HI. The HPHA is dedicated to providing safe and affordable public housing, and this role is crucial for ensuring the fair, effective, and compliant administration of its Hearings Office. This position involves direct oversight of operations, dispute resolution, and acting in legal capacities to uphold agency standards.

• Mission: To oversee all aspects of the Hearings Office, ensure operational efficiency and legal compliance, and resolve disputes between tenants and the agency through adjudication and advocacy.

What You’ll Actually Do
• Administration: Oversee the planning, development, implementation, and overall administration of the Hearings Office.
• Compliance: Ensure daily operations are effective, efficient, and adhere strictly to all applicable laws, rules, and policies.
• Dispute Resolution: Resolve disputes that arise between tenants and the agency.
• Legal Representation: Serve as an adjudicator and/or advocate for the HPHA in legal proceedings.

The Must-Haves
• Background: Juris Doctor (J.D.) from an American Bar Association recognized law school. This role requires comprehensive knowledge of procedures for conducting and adjudicating contested government hearings.
• Experience: Minimum of five (5) years of specialized experience in conducting and adjudicating contested government hearings that involve interpreting and applying policy, rules, and regulations; three (3) years of general experience gathering facts, analyzing information, and interpreting statutory provisions for hearings; and two (2) years of supervisory experience encompassing planning, organizing, staffing, policy formulation, implementation, and tenant relations.
• Skills: Demonstrated skill in the analysis and presentation of cases, interpretation and application of policy, rules, and regulations, fact-gathering and evaluation, problem-solving, and effective tenant relations.
