Budget Support Specialist | Commonwealth of Kentucky

This is a full-time role at the Commonwealth of Kentucky’s Personnel Cabinet, located in Frankfort, KY with a hybrid telecommuting option. The Personnel Cabinet leads and guides efforts to attract, develop, motivate, and retain a talented and diverse workforce that provides outstanding service to state agencies and citizens. This specialist position is crucial within the Office of Administrative Services, Division of Financial Services, helping to administer internal cabinet operations by providing essential budget support, ensuring compliance, and managing billing processes for various projects.

• Mission: This role supports the internal administration of the Personnel Cabinet by providing budget support, ensuring financial system compliance, and overseeing billing and related projects.

What You’ll Actually Do
• Accounts Management: Process and file daily accounts receivable and payable for goods and services, then monitor and reconcile agency funds while making necessary corrections.
• Budget Development: Participate in the development of budget requests and advise management on various program and financial issues.
• Procurement Support: Perform and/or assist management with several areas of procurement, including small purchases, EXR1, SPR1, Purchase Order and Delivery Order, Punch-Out, PRC, MOA, and PSCs.
• Pro-Card Administration: Serve as the Pro-Card Administrator, which involves training and oversight of cardholders, reconciliation of purchases, working with banking institutions on security, and creating relevant policies.
The Must-Haves
• Background: Graduate of a college or university with a bachelor’s degree; core domain knowledge in statistical analysis, accounting, auditing, or planning.
• Experience: One year of professional experience in statistical analysis, accounting, auditing, planning, or a related field. Professional experience can substitute for the required education on a year-for-year basis.
• Skills: Proficient computer skills including preparing and maintaining Excel documents; experience with payables, receivables, and reporting using eMARS and EBI; strong written and verbal communication skills; attention to detail; and analytical skills.
