Budget Support Specialist | Commonwealth of Kentucky
The Tone:
This is a full-time role at the Commonwealth of Kentucky, located in Frankfort, KY, with a hybrid schedule option. The Personnel Cabinet offers leadership and guidance to attract, develop, motivate, and retain a talented, diverse workforce that provides outstanding service to state agencies and citizens. This role is vital to the internal administration of the Personnel Cabinet, ensuring financial system processes comply with regulations and overseeing billing and project-related matters.

• Mission: This role provides budget support to maintain financial system processes, ensuring compliance, and oversees billing and project matters for the Personnel Cabinet.

What You’ll Actually Do
• Financial Processing: Process and file daily accounts receivable and payables for goods and services.
• Fund Monitoring: Monitor and reconcile agency funds, making corrections as needed.
• Budget Development: Participate in the development of budget requests and advise management on program and financial issues.
• Procurement Support: Perform and/or assist management with various procurement activities including small purchases, EXR1, SPR1, Purchase Order and Delivery Order, Punch-Out, PRC, MOA, and PSCs.
• Pro-Card Administration: Serve as a Pro-Card Administrator, which includes training and oversight of pro-card holders, reconciliation of purchases, working with banking institutions on security issues, and creating policy.
The Must-Haves
• Background: Graduate of a college or university with a bachelor’s degree.
• Experience: One year of professional experience in statistical analysis, accounting, auditing, planning, or a related field. Professional experience in these fields will substitute for the required education on a year-for-year basis.
• Skills: Proficient computer skills including preparing and maintaining Excel documents; experience with payables, receivables, and reporting using eMARS and EBI; strong written and verbal communication skills; attention to detail and analytical skills.
