Job Description: Analyst (Inclusive Cities Practice) – Los Angeles
HR&A’s Inclusive Cities practice seeks a full-time Analyst based in their Los Angeles office. While primarily seeking an Analyst for this practice, they may also consider candidates for a Research Analyst role depending on experience.
The Role: Analysts are early-career professionals (2-4 years of experience) who form the foundation of the team-oriented structure. Their work is data-driven and contributes significantly to client deliverables. Responsibilities may include:
• Public policy research and analysis: Investigating and evaluating various public policies.
• Strategic communications: Creating press releases, memos, talking points, and messaging frameworks.
• Organizational and governance strategy development: Assisting local government agencies with strategic planning and governance improvements.
• Power mapping and political landscape analysis: Identifying key stakeholders influencing policy and program implementation.
• Municipal budget analysis and evaluation: Reviewing and assessing municipal budgets.
• Community and stakeholder engagement: Designing and facilitating engagement events.
• Quantitative and spatial analysis: Utilizing GIS mapping and econometric modeling.
• Case study research: Conducting in-depth research on specific case studies.
• Regulation review and analysis: Reviewing and analyzing relevant regulations.
• Real estate pro forma preparation: Creating financial models for market-rate and affordable housing and public-private structures.
• Report and presentation preparation: Creating written reports, PowerPoint presentations, and Excel models for clients and marketing materials.
Experience Required:
• 2-4 years of experience in public policy, economic development, governance, community engagement, or a related field (ideally in government, nonprofit, or advocacy).
• Commitment to advancing equity: Understanding of how policy, governance, and economic systems impact marginalized communities and a desire to create equitable solutions.
• Understanding of urban systems and policy frameworks: Experience in city governance, economic inclusion, workforce development, public services, housing, small business support, or civic engagement.
• Strong research, analysis, and problem-solving skills: Proficiency in quantitative and qualitative approaches, policy evaluation, and stakeholder engagement.
• Strategic communications experience: Experience creating press releases, messaging frameworks, or public engagement strategies.
• Excellent written and verbal communication skills: Ability to synthesize complex information for diverse audiences.
• Data analysis proficiency: Proficient in Excel and PowerPoint; GIS and data visualization experience are a plus.
• Project management skills: Ability to manage multiple projects in a fast-paced environment.
• Bachelor’s degree in a relevant field (Master’s degree preferred).
Hybrid Work Policy: HR&A operates on a hybrid work policy, requiring employees to work from the office at least two days a week.
Compensation: The base salary range is $83,200 – $95,700, plus a discretionary year-end bonus. A comprehensive benefits package is also offered. The company is employee-owned, providing participation in an Employee Stock Ownership Plan.
