Position: Financial Budget Analyst
Department: Ground Financial Management (GFM) office
Location: MARFORPAC, Camp Smith, Aiea, Hawaii
Reporting to: GFM Branch Head
Summary:
This role is crucial for the planning, policy execution, reporting, and oversight of all Financial Management (FM) operations within the GFM office. The ideal candidate will provide support to the GFM Branch Head and staff by:
• Budgeting and Monitoring: Developing, maintaining, and executing budget plans, monitoring performance against objectives, and analyzing spending trends.
• Program Objective Memorandum (POM) Management: Managing the POM as part of the PPBE process (Program, Planning, Budget, and Execution) and demonstrating expertise in budget principles, policies, and procedures.
• Financial Reporting: Preparing detailed reports, conducting variance analyses, and creating forecasts for management.
• Stakeholder Engagement: Collaborating with team members, departmental heads, and external stakeholders to develop, maintain, and present budgets.
• Compliance: Ensuring all financial activities adhere to applicable laws and regulations.
• Financial Analysis: Providing insights into budget performance and recommending adjustments to optimize budget allocation.
Key Responsibilities:
• Develop and maintain budgetary procedures and policies.
• Prepare detailed financial reports for management.
• Conduct research and analyze spending and revenue generation trends.
• Prepare and present budget proposals.
• Collaborate with team members to manage budgets.
• Develop and maintain relationships with stakeholders to ensure accurate budget data.
• Monitor and analyze budgetary performance and identify areas for improvement.
• Advise management on budgetary constraints and opportunities.
• Ensure compliance with applicable laws and regulations.
• Analyze financial data and provide insights into budget performance.
• Develop and maintain detailed budget reports.
• Collaborate with department heads to manage departmental budgets.
• Monitor actual versus budgeted performance and provide recommendations for adjustments.
• Assist in the preparation of financial reports for senior management.
Experience Requirements:
• 4 years of full-time experience in financial management (including internships).
• 4+ years of experience in USMC financial management analysis, specifically in audit.
• General working knowledge of DAI, OBIEE, and GCSS-MC systems.
Additional Requirements:
• Bachelor’s degree in accounting, finance, or related field.
• Proficiency in managing the Program Objective Memorandum (POM) as part of the PPBE process.
• Demonstrated knowledge of budgetary principles, policies, and procedures.
• Strong analytical and problem-solving skills.
• Excellent communication skills (written and verbal).
• Proficiency in Microsoft Office applications.
• Experience with Oracle-based accounting systems (DAI or GFEBS).
• Familiarity with fiscal law and regulations.
• Ability to work collaboratively in a team environment.
• Ability to effectively communicate orally and in writing, including leading support/training sessions.
• Ability to multi-task and employ problem-solving skills.
• Create and maintain budgets in DAI.
Other Requirements:
• Limited travel may be required (not anticipated to exceed four weeks per year).
• Secret clearance (or ability to achieve).
Education Requirements:
• Bachelor’s degree is mandatory.
• 4 years of additional work can be substituted for a Bachelor’s degree.
