The Tone:
This is a full-time role at the Philadelphia Housing Authority, located in Philadelphia, PA. The PHA is a municipal agency employing over 1,100 individuals dedicated to providing public housing services to over 76,000 residents in Philadelphia. This Accountant position is crucial for ensuring the accurate recording, processing, and reporting of accounting records and technical transactions, maintaining financial integrity and compliance with Federal and HUD regulations for the benefit of the community.

• Mission: Ensure accurate and compliant financial record-keeping and reporting for public housing operations under HUD regulations.

What You’ll Actually Do
• Accounting Operations: Perform standard accounting duties, including general ledger, accounts payable & receivable, revenue, grants & special fund accounting, assets, cash receipts, and payroll, in compliance with PHA policies and HUD regulations.
• Financial Review & Processing: Examine, review, and approve accounting documents for accuracy, completeness, and adherence to Federal, state, and PHA policies, then post accounting entries and resolve discrepancies.
• Data Management & Reconciliation: Accurately enter and maintain financial data in computer systems, review, reconcile, investigate, and correct errors and inconsistencies in records, transactions, documents, and reports.
• Compliance & Analysis: Code, analyze, and evaluate special fund transactions for compliance with funding agency requirements, monitor budgets, and research expenditures, payroll, and business transactions.
• Support & Reporting: Provide information and assistance to PHA staff and customers, compile financial data, and prepare operational and special reports on identified accounting issues.

The Must-Haves
• Background: Bachelor’s Degree in Accounting, Finance, or a related field. Core knowledge includes State and Federal statutes, codes, and regulations governing public sector accounting functions, as well as Generally Accepted Accounting and Auditing Principles for public sector financial administration.
• Experience: One year of accounting experience with a public sector agency; OR an equivalent combination of education, training and experience.
• Skills: Understanding and applying state and Federal accounting rules and regulations and PHA policies; maintaining accurate accounting records, and identifying and reconciling errors; entering data with high levels of accuracy and productivity; communicating effectively verbally and in writing.
• Bonus: A valid Commonwealth of Pennsylvania Driver’s License may be required. Specialized training in HUD accounting regulations may be required for some incumbents.
