The Tone:
This is a full-time, remote role at Motorola Solutions, with a preference for candidates based in Eastern/Central North America and up to 50% travel. This Senior Federal Software Program Manager role is critical in directing large-scale, enterprise software deployments and complex technology initiatives for federal government and public safety clients, directly contributing to mission-critical software solutions that enhance community safety and foster essential collaboration across nations.

What You’ll Actually Do
• Program Leadership: Develop, manage, and implement the master project plan for large-scale, enterprise software deployments and complex technology initiatives for federal government and public safety clients, utilizing best practice project management methodologies to ensure maximum project effectiveness.
• Strategic Oversight: Hold end-to-end accountability for program governance, financial performance (P&L), and lead multidisciplinary project teams, measuring performance against specific goals and tracking current status against planned progress.
• Stakeholder Engagement: Serve as the primary point of contact for customers, subcontractors, and internal staff, establishing and maintaining contact, and providing regular status updates to organize and facilitate meetings that ensure the achievement of project goals, milestones, and deadlines.
• Risk & Compliance: Provide ongoing assessment and mitigation plans for project risks, alerting management of any problem(s) that could severely or adversely affect project achievements, while ensuring designated standards, processes, and federal compliance (including monitoring and executing the change management plan per sold contracts) are followed.
• Financial Management: Account for the financial success of projects by maintaining project budgets (labor and capital) and financial objectives (revenue, margin, and cash), analyzing project costs and leading cost status reviews with team members and management.

The Must-Haves
• Background: Bachelor’s degree in Computer Science, Engineering, IT, Business Administration, Business, Communications, Management, or Technology.
• Experience: 8+ years of software project or program management experience delivering complex, large-scale software solutions. Experience leading federal government software contracts is strongly preferred.
• Skills: PMP certification is required; proficiency in enterprise PM platforms such as Jira Align, Microsoft Project, Confluence, and Asana for large-scale telemetry and portfolio reporting; deep working knowledge of federal contracting practices (FAR, DFARS) and security authorization frameworks (FedRAMP, NIST SP 800 series); proven ability in financial management including P&L accountability, budget maintenance, and cost analysis for projects.
• Bonus: Advanced program management or Agile certifications (e.g., PgMP, SAFe SPC/Release Train Engineer, CSM), demonstrated success contributing to proposal development, effort estimation, and win strategies for large federal procurements, ability to obtain and maintain a U.S. Federal Security Clearance (active clearance preferred).
