Construction Specialist I

JOIN OUR TEAM AS A CONSTRUCTION SPECIALIST I!

General Description

This is a supervisory and technical role focused on the continued development, implementation, and inspection of construction projects. The position is integral to ensuring projects adhere to a robust quality assurance and quality control program.

Essential Job Functions

  • Technical Oversight: Provides technical oversight for multiple construction contracts, including reviewing contracts and preparing quality assurance plans for assigned projects.
  • Coordination: Coordinates construction operations between contractors, internal personnel, and other agencies to ensure smooth site access and project flow.
  • On-Site Inspections: Conducts on-site visits to verify that inspections, tests, materials, equipment, parts, or products meet specifications. Checks for defects and deviations.
  • Quality Assurance/Control: Performs visual inspections of finished products, participates in out-of-specification and failure investigations, and recommends corrective actions. Evaluates and suggests necessary corrections to contractors’ Quality Control systems.
  • Compliance Assurance: Assures work is completed according to contract requirements, safety, and environmental policies and regulations. Coordinates work with other activities and contractors.
  • Problem Resolution & Reporting: Resolves problems and provides input to the Project Manager on items that do not meet County standards (products, materials, equipment). Assists Project Manager in troubleshooting QA/QC problems and implementing corrections.
  • Communication & Documentation: Communicates verbal and written results and findings to those in charge, recommending required corrective actions. Prepares compliance reports and completes documentation to support project oversight. Supplies quality control data for regulatory submissions.
  • Data Review & Analysis: Reviews all quality control data submitted by contractors, investigates and corrects out-of-control analyses. Interprets test results, compares them to established specifications, and makes recommendations on data appropriateness for release. Investigates and reports questionable test results.
  • Equipment Management: Uses, calibrates, validates, or maintains measurement equipment.
  • Other Duties: Performs related work as required.

Knowledge, Skills And Abilities

  • Defect Detection: Ability to detect defects that could be easily missed by suppliers but still present a quality or safety risk.
  • Document Interpretation: Ability to read and interpret blueprints, drawings, contract documents, and submittals with comprehension and to implement their requirements.
  • Construction Knowledge: Strong knowledge of building and construction techniques, building systems, and components.
  • Report Preparation: Ability to effectively prepare quality assurance reports, recommendations, and all required documentation for the Quality Control Program.
  • Writing Skills: Strong writing skills for preparing quality assurance reports, quality systems manual updates, and Standard Operating Procedures (SOPs).
  • Problem Solving: Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Verbal Communication: Strong verbal communication skills, including the ability to communicate clearly and concisely with contractors, architects, engineers, and others regarding quality control issues, requirements, program implementation, and corrective measures.
  • Autonomy: Strong ability to conduct required work without continuous supervision.

Minimum Requirements

PHYSICAL SKILLS:

Ability to communicate effectively using verbal, written, and visual communication.

EDUCATION, TRAINING AND EXPERIENCE:

  • Option 1: Graduation from an accredited college or university with a Bachelor’s Degree in construction management, engineering, or a related field AND two (2) years of professional work experience analyzing and tracking data, reviewing contracts, and field installation of electrical, mechanical, carpentry, or civil work.
  • OR Option 2: Graduation from an accredited college or university with an Associate in Science Degree in Construction Management, or a related field AND four (4) years of professional work experience analyzing and tracking data, reviewing contracts, and field installation of electrical, mechanical, carpentry, or civil work.
  • OR Option 3: Possession of a High School diploma or equivalent AND six (6) years of work experience in the building construction and maintenance trades.

Experience with decibel meter, Indoor Air Quality (IAQ) sampler, volt meter, and other measurement tools used in the construction field is required.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:

  • A valid Florida driver’s license is required.
  • Must obtain within one (1) year from date of hire one or more of the following certifications: Storm Water Inspector, Construction Quality Management for Contractors (CQM-C), IFMA Facilities Management Professional, IFMA Sustainable Facilities Professional, or similar certifications.
