Position Objective

As a Junior Human Resource Specialist, apply HR skills in support of managers, program staff and customers on the full range of HR topics including but not limited to staffing, classification, processing, benefits, recruitment, compensation, SES programs, work life programs, policy and employee and labor relations. This role supports the Dept. of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Human Capital (OHC), Human Resources Operations Center (HROC).

Duties And Responsibilities

  • Processing personnel and payroll actions, keying payroll documents, and processing leave audits.
  • Creating vacancy, retirement, and payroll folders.
  • Researching waiver and hearing requests.
  • Scanning documents into various personnel record systems.
  • Assisting with drafting Standard Operating Procedures (SOP’s).
  • Processing personal liability insurance reimbursement claims.
  • Initiating tentative selection notifications, notices of results, or disposition letters.
  • Researching and compiling information on the full range of federal HR topics.
  • Responding to and providing general HR guidance to applicants and staff, and maintaining employee files.
  • Providing wide-ranging administrative support to managers and program staff. Duties may include, but are not limited to:
    • Managing and coordinating calendars.
    • Screening phone calls and assisting visitors.
    • Making travel arrangements.
    • Coordinating conference/meeting arrangements.
    • Preparing agendas, correspondence, and spreadsheets.
    • Opening and routing incoming mail.
    • Making files, filing information, and maintaining files in accordance with agency guidelines.
    • Monitoring office supply inventories, uploading documents to SharePoint, and assisting with drafting SOPs.
  • Processing complex cases involving pay, leave, time and attendance administration, waivers, and Federal Erroneous Retirement Coverage Correction Act (FERCCA) cases for agency employees.
  • Conducting desk audits, reviewing management requests for various position management and classification actions, and preparing evaluation reports.
  • Assisting in developing guidance and other information training for managers and employees.
  • Resolving pay-setting errors and discrepancies.
  • Providing advice on base pay, overtime, or leave entitlements.

Qualifications

Basic Qualifications:

  • Either a Bachelor’s Degree is required OR 3 years of federal Human Resources experience as equivalent.
  • When a Task Order includes tasks related to drug testing and site collection, the candidate must possess knowledge of Health and Human Services Guidelines for federal drug testing and possess a valid driver’s license.
  • The contractor candidates must be capable of air travel.
  • Must be a U.S. citizen or Legal Permanent Resident and must currently reside in the United States or its Territories. Additionally, employees are required to have resided within the United States or its Territories for three or more years out of the last five.

Minimum Qualifications:

  • Delegated Examining Certification and/or HRM Certificate from an accredited academic institution preferred.
  • Intermediate to advanced technical proficiency in the full Microsoft Office Suite.
  • Strong written and oral communication skills.
  • Advanced presentation skills.
  • Ability to work effectively within a group or individually.
  • Advanced organization and leadership skills.
  • Understanding and familiarity with industry best practices.
  • Exceptional time management skills.
  • Depending on the specific tasks, may be required to have advanced knowledge of NFC, eOPF, WebTA, SharePoint, Oracle, Java Script, SQL, and other information technology systems.
